no..man do you think they have time to check every laptop?..thousands of people come and go everyday...
correct not every laptop will be screened. but IF they screen yours, you might be in trouble...

Do you think having pirated Windows installed on your laptop upon entering Canada to become PR could get you in trouble? Do they even check for such things?

Usually when they screen PCs, at the airpot, they're more interested in the contents of your HD, especially media files. They're making sure you don't have content that is illegal, such as sexually explicit content with minors in it. If they do find anything questionable, then they may forward it to the forensics division, which is where the legality of software can be determined.

The chances of screening your laptop are quite small, though. That said, you really should consider purchasing licensed products. You may not be screened at the airport, but considering the level of internet regulation in North America, it is likely you will not enjoy using your machine - constant warnings etc.
 
I recently saw "Border security" program in Detour and in one particular episode they checked the latop contents of a passenger for adult stuff. Particular question asked by the officer was " are you carrying any objectionable contents like pornography?" The answer was "yes" and he was taken to a separate room.
