H1B Visa - what category should I apply for Canadain immigration

I am an H1B , currently working in US for past 3 years, and have 7 years of IT experience.Can I apply for Canadian Immigration under Federal Skiller Worker's Category ? I heard that IT is not in the list of 38 classifications in demand to be eligible under Federal Skilled WOrker's Category.
Under such circumstances is Alberta the only province where I can apply for PNP.
I do not have a job in Canada as of now.
