Manual (hard card) submissions are usually slow. I'm in the same situation for FBI clearance (it's been almost a month but the payment hasn't been withdrawn from my bank account yet). The California website (http://ag.ca.gov/fingerprints/visaimmigration.php) does not specify the timeline, but FBI says it takes 8-10 weeks (I just heard someone received FBI certificate in about 6 weeks). Especially it is now the end of year, so it may even be slower. Anyway, State PCCs are not required at the time of sending application to Buffalo, so I don't think you need to worry about it.feras80 said:Hello

Did u fill in the Employer address in the FBI fingerprinting card? i did and later read somewhere that they might send FBI report at my employer address if u write it on the FBI fingerprinting card though on the cover letter i gave my home address for mailing the report.Jasper said:I left #20 blank (and I left #18 blank, too).

But even if you put your employer's address on the card, FBI will not send the report to your employer. Here's what FAQ says on FBI website (http://www.fbi.gov/hq/cjisd/faqs.html):
Q. Can the FBI send the results to someone (or agency) other than myself?
A. Under the Departmental Order 556-73, the results must go back to the requestor.
So, it should be mailed to requestor's address written on your cover letter.
