For some one who send h&c to Vancouver office , I'm not talking about the process but when do they open the file as some one just ask me and he need to know ,he send his application almost a month , he go online to Check the process but he can't see nothing when he add his client number

I apply for H&C and was returned to sign use of representative after submitting that they return it's again that my pr money is complete because I pay with old payment rate but they said because they return my application I have to complete the payment with the new rate is my application goong to start from the first day i submitted

No, it will not start from the first day you submitted the first application. It will start from the time you submitted a complete application. So it will start from the time you submitted the application the third time.
