There isn’t time limit for resubmission, is it? You can order notes to see the reason for refusal, and address those reasons in resubmission, right?

Good decision think about reconsideration and also if can afford to judicial review do both at same time make your application stronger
first you need fine the reason why they refused you and also order a gcms note too
