Guatemala police certificate

Hi guys, I'm trying to obtain the Working Holiday Visa. I've spent 6 months traveling in Guatemala and I'm back home since a month now, where I've started my application. Now the Canadian government is asking me to provide a police certificate for Guatemala. Which is basically impossible to do since I'm not a citizen or resident or a worker... do you now if there's a way I can obtain this certificate or if there's a way I can communicate with the Canadian government that its really difficult for me to have one!?
