Does Passport Canada always call the guarantor and the references?

in my case they called my gurantor, and both references because i applied for an URGENT processing. i got my PP in 24 hours.

for me they called my guarantor because there was a portion the guarantor forgot to fill out in my child's application.

Just to let you know that neither my guarantor nor the references were called in my case nor in my family members' cases.

My local office is Vancouver.

I applied for the passports in Edmonton since I moved to it.

On Friday the 19th I applied for passports for myself and for each member of my family, and the passports were mailed out on the 24th (3 business days). I received them on the 29th. The applications were regular.

I think they try twice. Not sure though (my guarantor or references were never called).
