Guarantor and references for new canadian passports

Hi folks!

My citizenship process is almost over and I would like to anticipate my passport application.

It seems that one guarantor and two references are mandatory. And I already read the criterias for both of them.

For the guarantor, it's clearly stated that the person has to be Canadian with a valid passport or expired since 1 year.
For references, I don't see any details about Canadian citizenship.
My question:
Do you think that I can use a Canadian reference without passport since any of my Canadian colleagues or friends do not have one?

Also, one of them have an expired passport but more than 1.5 year and he's ready to go to the passport Office with me, signs documents in front of the clerck on order to make things easy for me since we are working close to one passport office.
Do you think that is ok to do so even his passport is expired or any of you has experienced this?

If you check the application I think you need to mention their passport number. So better to find someone who has a passport .
For guarantor I meant .
For references they can be Permanent residents in Canada OR citizens who lives in Canada and knows you .

Yeah, I know for guarantor, he/she has to be Canadian with a valid passport. I'm checking for reference.

If you cannot find a guarantor
If you haven’t known an eligible guarantor for at least two years, complete form PPTC 132 (Statutory Declaration in Lieu of Guarantor) available from any passport office or by telephone.

The form must be sworn to or declared before, and signed by a:

  • person authorized by law to administer an oath or a solemn declaration
  • qualified official for those submitting outside of Canada, Statutory Declaration in Lieu of Guarantor including:
    • Canadian or British diplomatic or consular representatives
    • qualified local officials, such as a civil servants or members of Parliament

You are right. Only guarantor there is a question on their passport number, so I assume they have to be a citizen.
For references I think they have to be in Canada.

No, references can be within and outside Canada. Did you read the link?

Probably true as it doesn't explicitly say 'living in Canada' for references.

References do not need to be physically in Canada.
BUT for the ease of contacting them if required, try to find ones who are residing in the country.

Hi guys I applied for express passport at service Canada on oct 8 and just got to know that due to emergency my guarantor would leave Canada on October 10th and my express passport pickup date is October 18. What should I do here? Should I call passport office on Tuesday to let them know that they would not be able to contact him as he is out of country or give them his email address or how would I contact passport? Thanks

I am wondering if my daughter (24 year old ) can be guarantor for my application , she got her first passport last July and valid for 10 years ?
