If your world income is lower than the threshold for Financial Year 2018 you would get a credit from the government to the bank account / or cheque to your address. The amount depends on your income in 2018.
 
And to answer your question, you can apply and if you are eligible, you will get the credit.

Hello there,
Please can anyone help me with answering this question if you have any info about it.

I have a friend who is a resident here in Canada with visitor visa due to pending PR application. she was on a postgraduate work permit which expired before she was invited to apply for my PR, hence, why she's on a visitor status.

Now, she gave birth to a baby here and I know she cannot apply for her benefits because of her visitor's status, is there any other way her baby can be supported since she is a Canadian citizen?
