Hello guys,
I have one simple question. I have graduated from British Columbia and i am intending to apply for the SWQ regular one. in thier website they said that as long as you are a temporary resident in Quebec you can apply any time and the Quota doesn't concern you. so my question is am i under those TEMPRARY RESIDENTS in Quebec as long as i am working full time under the Post graduate Work Permit (3 years)

if you scoll down you will find this sentence

Submitting an application at any time

Even if the maximum number of applications has been attained, you can submit your application in print version up until December 31, 2015, and online as of January 5, 2016 if:
You have a job offer (in French) validated by the Ministère
OR
You are a temporary resident and entitled to submit an application for a Certificat de sélection du Québec.

YES I am in Quebec right now, my status is Post Graduation Work permit valid till 2018

Or do you have a valid job offer eligible for QSW?

The above are not limited by the QSW quota.

You can apply anytime when you are in QUEBEC ONLY if you meet these rules:
The application for a Certificat de sélection du Québec (CSQ – Québec selection certificate) is normally done from abroad. However, under certain conditions, this application can be made while staying temporarily in Québec as a foreign student.

Submitting an application for a CSQ as a skilled worker signifies that your short term plan is to enter the Québec labour market. If you wish to continue your studies following your current study program, at a higher level for example, you must postpone your plan for permanent immigration.

To be authorized to apply for a CSQ under the regular program for skilled workers, during your stay for studies, you must:

have come to Québec with the primary goal of studying here and hold a Certificat d’acceptation du Québec (CAQ) for studies and a valid study permit, unless exempted by regulation;

meet all the conditions of this certificate and permit;

pursue or have successfully completed a secondary level vocational training program of 900 hours or more, a college studies program, an undergraduate university program of at least 12 months, a graduate program, i.e., a master’s or an advanced graduate diploma (DESS – études supérieures spécialisées), or a doctoral program;

have completed at least half your study program, if its duration is less than 18 months or it is a graduate level or doctoral university program;

or

be 12 months or less from the end of your study program, if its duration is 18 months or longer.
which means you need to be in Quebec as a student only, and since then, if you are about to be graduated, you can apply anytime. Being in Quebec as a worker or holding a PGWP won't help you to submit anytime, as I understood.

You understood wrongly. That link is not relevant to the OP.

Temporary workers (including those on PGWPs), and people holding validated job offers CAN apply outside the regulated intake periods, if they meet certain criteria.

thank you guys for your replies

i guess i will have to try and work 12 months on either 0, A or B NOC jobs to be eligible for the PEQ or wait for the following intake 2016/2017

That's only if he holds a job offer ,but he did not mention anything about his job.. He was asking about the last sentence which was also my question if you remember on your topic QSW THE BASICS. So the last sentence is related to the link I mentioned in my comment above. Other than that, if he holds a job offer, then the second sentence applies and not the last one..

Youssef I am holding a job but the offer is not validated by the Ministry. that's why i am going to apply to the regular program (i guess PEQ in general doesn't apply to me) and i think in Quebec you can't even get a validated job offer because then the work permit will be a closed one spesifically to that paticular employeer only. So in our case as students we have the PGWP which is an open work permit. I believe that in order to be qualified for the PEQ (foreign workers) we need to work 12 months in a 0, A , or B NOC jobs right !!

can you please give any link which backs up that PGWP holders are included in Temporary workers in Quebec !!?

The PGWP is a *temporary* WP, regardless of province. Ergo you are a temporary worker in QC.
