Who gave you this information ? Getting a study permit is all about providing a convincing case and not so black/white in saying having a degree A means you cannot do subject B. If for example both subjects can be shown to have relevance both to study and long term home country objectives no reason why not. Also a degree in itself is not an obstacle given why would you think course are referred to as post graduate courses on the college websites ?

Which colleges have you looked at or approached to assess their entry criteria ? What is your English Language proficiency ? You are aware courses for international students are not cheap but around 18k CDN plus 10k CDN each year plus you can only work up to 20 hours a week to supplement living costs.

There are lots of information sources out there both official (CIC website) and unofficial some of the latter can be wrong but as said once you find a course/college that fits your current experience then with good preparation you have as much chance as anyone to get a study permit
