Graduate Student Visa Documentation Help (Pakistan)

Hello everyone,
I just got an acceptance letter today at University of Victoria for M.Eng ,I went to the FEDEx office for student visa purpose and got the form and the list required for a visa,I can manage almost most of them but I'm having a slight problem regarding my Matriculation and Intermediate PAKKA Certificate(the one you get after 2 years) actually I gave them for a minor correction and the board apparently lost them and they say to apply for a duplicate whicn in terms would take a month or so I was wondering are there two documents really important? I have many other documents such as School\college leaving certificates,character certificates,pass certificate,marksheets and all,even some internships,short courses,etc

Again my question is that is there any here who applied for a Student Visa without the Pakka Certificates ?

and one more thing,is already having a brother as a student in a different university in Canada will reduce my chance of getting my VISA?

whats Pakka man... umm who told u that u will get it in one month.. i got it in 3 hours.. paisay lagao aur kaam nikalo and u cant apply for a visa without ur Matric certificate..

Sorry, Pakka is the general term used here, and I guess I need to find some source or someone from the Board to get my work done,its basically taking time because they lost it and now I need a duplicate and all those stupid requirements (i:e Police,court etc) and since we all know how fast our education system is I estimated about 1 mont.,
So basically The Matric and Intermediate Certificates are a must >.< Bummer ~ I thought maybe the Marksheets and Pass certificate would suffice , ~

by the way can I send all documents besides these two certificates(I will send the marksheets and other stuff related to matric and intermediate) and send these two later once I get them?
and how long is the police certificate valid for ?
