Graduate Student in Uk - Ethiopian Citizen

Hello, I have a graduate student friend who has a student visa for the UK for one year. She
is finishing her courses for her masters degree in one month and would like to travel to Canada
for 3-4 months starting next month before returning for her graduation ceremony in the UK at the end of 2013.
She owns a condo in Ethiopia but does not have very much in a bank
account (under 5k). She has enough money for her ticket and accomodations and food as she found a rental
to stay for only 500/m.

I am wondering what the chances are of her getting a tourist visa to visit Canada
for 3-4 months with this type of background since Ethiopian Citizens need a visa
to visit Canada, though she has a student visa for the UK so I am wondering if
that assists in her getting accepted to visit Canada for 3-4 months?

Hello, can you please advise further. There are hundreds of thousands of people in my city Toronto from any and
every country, most all of them have absolutely no income, no even english ability, absolutely no education whatsoever,
so how did these people get in the country, if someone like my friend with a master's degree can't even get a tourist visa
to visit?

Hard to know without asking them. They could have been sponsored for PR by a family member.
