Graduate stream program for international student graduates OINP

I am pursuing a masters program at a university in Ontario, I have heard OINP is closed. I am not sure whether all the OINP streams are closed or if it's group of particular streams that are closed or suspended at the moment?
Graduate stream is the only option I have for attaining immigration. I graduate in April 2018 or December 2017. Should I apply for this stream as soon I finish my degree?
I will appreciate knowledgeable and considerable responses.

According to the OINP webiste,

"Please note that the temporary pause on the intake of applications for the following streams is still in effect: Human Capital Priorities (Express Entry), Employer Pre-screen, International Student (Masters Graduate) and International Student (PhD Graduate)."

I guess there's no way that anybody can know when they will reopen those streams.
