Don’t think this will happen more than once. This is purely due to covid. It is much easier to process PRs for individuals already in Canada who are often already working, already living somewhere, etc. I wouldn’t be surprised if there were some more targetted immigration programs for healthcare workers like personal support workers, food processing, distribution workers and other lower wage essential workers going forward versus really prioritizing skilled workers.
They are trying to bring 400K this year. They will only manage 140K including these new programs.

There is a large backlog of people waiting to enter Canada plus the normal programs like family sponsorship. 400k is only a target and the economy is not fully open so Canada needs to make sure they don’t flood the market with new workers if there are no jobs. They need to prioritize getting unemployed people back to work and children back to school which will allow some parents who have had to stop working to go back to work. There are quite a few businesses that won’t survive covid so there quite a lot of changes in the economy. What Canada really needs if very specific skills not general immigration at the moment.

Yes but that's your opinion. The Liberal govt.'s actions indicate their intentions are otherwise.

What has the Liberal government done to indicate that they will have another round of this program? All governments have immigration targets every year and they are never met. There is also a lot of pressure to process the outstanding outland applications. Having this program will already create many complaints. We are also likely heading towards an election so take anything the government says with a grain of salt.

Oh well, IELTS and CELPIP websites have crashed. If there's a way around, no test dates available till Dec 2021 at least in Winnipeg.

If I understand the temporary policy correctly, those who have the complete documents, including English proficiency certificate, will be processed:

“Have submitted an application for permanent residence using the forms provided by the Department for this public policy and which must include at the time of application all proof necessary to satisfy an officer that the applicant meets the conditions (eligibility requirements) of this public policy, except for evidence required to demonstrate physical presence in Canada at the time of application approval;”

Right you are. And I also meant the same. Those who have booked a slot will get the English proficiency test results and then they become eligible to make an application.

Yes, assuming the 40k slots is not yet filled on May 6, then those who can get their English proficiency would qualify.
