as others have said - they can correct that at the border. On my COPR, they had only stated the country - no city, nothing :) even if it clearly says on my birth certificate, passport and pretty much every other document I submitted with my PR application... so the border officer just added the city (he joked about it - "you're probably born somewhere more specific than the entire country, right?? " ), had me signed next to it, and that was it - so it wasn't a big deal.
