Got Rejection for Visa with the reason stating below---------------2

I am afraid to tell you that no baody can collect the notes on behalf of you but still dont count me.

Phd option is great but you need to work with the university to get the acceptance.

if you apply from chennai then you will get the file only in chennai,they cannot be transferred to another office.

But then the file will be sent again to DELHI office for stamping ?

Also one more thing will the file be accessed by Visa Officer in Chennai/Banglore or then it will be processed by Chandigarh office(From where i applied last time)

It depends on the place where ur visa was issued. For example if it was issued in chd and u apply I. Delhi then again it will come to chd for stamping and u will collect it from Delhi
