I know it is a private university. It doesn't matter to me because this university provides me a course in which i am interested
Applying for a Master's in Canada after already having one in your home country raises a red flag in the mind of the VO.
What was your MSc discipline, was it general, computer science or something else? The moot question is whether the intended masters program is related to the one already acquired.
Application made for studies in a private college has a lesser chance of being approved as most of them have a lower academic requirements and a lower fee structure and are used by majority of students to gain entry to Canada without the intention of being a bonafide student. This is due to fact that it does not qualify for a PGWP as rightly.pointed out by a forum member in this thread.
Do you have any close relative already in Canada? The refusal could also be due to your inability to prove strong ties to your home country.
