Was your agent a member of ICCRC or law society?
if your consultant is not a member of ICCRC or law society, I won't trust his/her words because he/she is an unauthorized consultant. Only Canadian Citizen or PR of Canada can be a licensed consultant.

In regards to your refusal, I would say course selection was definitely one of the reasons behind this refusal! You may want to look for a similar program or program related to trade can increase your chance to get a visa.
