Got refugee case approved and calling wife from home

My cousine's refugee status approved in canada and he got PR. He also got a letter from Canada Processing Centre that he can apply his wife's case from the home country. Rightly so, his wife applied in the HC of home country by sending application and other docs but she did not submit any application fees. Its been more then six months neither the HC contacted her nor the documents were returned with objection. What's the matter.....
Is it possible that her case is linked with her husbands refugee's case and she is waived of application fee. or her husband had already deposited the fee in Canada.
Plz help

Her husband probably gave the fees for sponsership.

If fees are not provided sponsership will not go on.

There is no link between refugee case and wife case. (fee are seperate for both cases)
