Got PPR but application status still says "In Progress", and "We are reviewing eligibililty".

It shows that until you've submitted your passport. The system will change it to application approved after visa office receives passport.
Submit the Passport and you will see counter foil within days which means they pasted the Visa. Congratulations and welcome to Canada.
