I am not sure what's going on right now. Maybe I am dreaming.

I submitted my EE application December 2nd, 2016 and I just now received an e-mail from case procesing centre in Ottawa:

Dear John Doe,

The processing of your application for permanent residence in Canada is almost complete. You must complete the following steps within 30 days in order for our office to issue your Confirmation of Permanent Residence and, if applicable, permanent residence visa. If for any reason you are not able to meet this deadline, please inform us immediately by email to: CPC-CTD-Ottawa@cic.gc.ca with details concerning your situation.

STEP 1: UPDATE YOUR APPLICATION

If any of the following conditions apply, you must inform us immediately via email CPC-CTD-Ottawa@cic.gc.ca.

However, I did not receive any message on my MyCIC account and my application still says "Open" and background check "In Progress". What's going on?

it's legit.
There will be no message on MYCIC, and background check can be shown as "IP" until you send them your passport
 
Can you share yout timeline and visa office?

My guess would be London or Manilla VO.

And for clarification, you have received your PPR request after 11 weeks. which is a very nice but realistic timing.

Wow, I think that now they have cleared the backlog we can expect a much faster process.

So my timeline is:

2nd December: AOR
20th January: Medical's Passed
10th February: Background check In Progress
14th February: Passport Request

My stream was CEC, inland. I am not sure what my visa office is, but my case processing centre seems to be in Ottawa.

Yes it took about 11 weeks, I obviously can't count weeks.

Guys, there is one thing that might be the reason for the processing time.

Tip: I strongly believe that my application was practically flawless. I am a no-risk kind of guy and I knew EVERYTHING about Express Entry before submitting. I have attached all kinds of documentation I had but I also provided each PDF with a hyperlinked table of contents describing every single document I was attaching. I made sure every scanned page was readable and correctly rotated. I suspect that once the officer saw that, he didn't really scrutinize every detail.

Then again, I am just guessing. It could be a complete coincidence.

BG IP- from Feb09/17
PPR in my CIC Account - Feb13/17

Really? I didn't get anything in MyCIC Account. I only got the e-mail. What's your case processing centre? What's your status on background check etc?
 
They certainly seem to be getting faster but for all intents and purposes, that was the reason behind the implementation of EE in the first place.

It should only improve over the next 12 months as well since all of the backlog is supposedly out of the way.
