GOT PASSPORT WITH NO STAMP IN 10 DAYS WITH NO REJECTION MAIL OR MSG

my younger brother applied for study visa for canada on 9th april through vfs got his passport back on 20th morning no stamp only a letter stating that important information will be mailed to u his status on cic showing still in progress what should i take from this?
apparently, his study permit application has been rejected so there is no stamp on the passport. I am not really sure please wait for someone who had the same situation to advise.
if you got passport without visa stamp then it is a sign of refusal. some people on this forum also received passport without visa and a letter that states that important information will be mailed to them. Some got refusal mail in 1-2 days after receiving passport while some got after mailing the concerned embassy. There is also one case on this forum where a guy did not contacted the embassy regarding refusal letter and re-applied and got his visa approved in the 3rd attempt.
My advise is just wait for 1 week for any email from CIC. If you do not get it, send an email and they will reply within 28 days.

we msged them through cic online account only is dere any other way to know like any other email id we can email them if u know?? i m at my wits end here...
do they still request for your passport submission even if they will reject it?? because why would the passport be

Normally not. He might submit the application paper-based. It means he submitted the passport at the time he applied. The passport will be returned without a stamp.
