Hi

I just got my GCMS notes, and it turns out lots of issues are in there. Can any one help me with it?

Note1
Date 2016/02/13
Text: ***AGENT REVIEW 11.2 *** Review Required. A 11.2 assessment refusal. CRS score falls below the minimum. Foreign Education for Spouse was rejected for the following reason: Translation of foreign education credential not provided.

Note 2
Date 2016/02/13
Text: ***AGENT REVIEW 11.2 *** Review Required. A 11.2 assessment refusal.
CRS score falls below the minimum. ITA based on level of education as "Post-sec*2+ incl 3 yr post-sec" level of education at time of e_APR changed to 'Bachelor's or 3 yr....' ECA report summary indicates Bachelor's degree only; lists 2nd credential as 'Honorary award'.

Note4
Date 2016/02/05
Text: ***AGENT REVIEW ***EDUCATION** Please Review for possible Points Discrepancy re Spouse EDUCATION DOCUMENTS Candadian educational credential on file; credential reviewed; Canadian institution recognized; credential is consistent with level of education claimed by PA under EE eligibility. PHD ECA report verified on issuing agency website; foreign credential confirmed on ECA Site. ECA Canadian Equivalency Summary reported by issuing agency WES as Bachelor's degree ** NO diploma but Transcript present, however it does not appear to state degree granted for bachelor's eduction SPOUSE'S EDUCATION ECA report verified on issuing agency website; foreign credential confirmed on ECA site. ECA Canadian Equivalency Summary reported by issuing agency WES as PHD** NO Translation for foreign credential under education tab.

I have a few questions:
1: Note 1, I only upload my wife's copy of master' degree and the WES report. What should I do now? Do I need to translate and notarize the master's degree and sent to CIC?

2. I got confused for Note 2: I have a PhD degree in Canada, and a bachelor's degree in foreign country. I provided the ECA report (through WES) and my PhD degree. What does that mean? Does it mean CIC recognized my PhD degree for "Honorary award" only?

3: Note 4 it seems regarding the similar issue. But what does the text in red mean?

I know it is lots of question and I really appreciated who can help me here.

Thanks!

Did you receive a PhD from a Canadian university? Then why did you get an ECA for it? It seems that WES has assessed your PhD as Honorary which equals to nothing. Is that was written on the ECA?
Did WES assessed your wife's Masters as Bachelors? There is a lot pf problems with these notes.

Yes. I got my PhD in Canada. I provided the ECA for my bachelor's degree. I thought it would be helpful. Didn't expect this. How can I fix this?

My wife's WES report is Master's degree/ I don't know what happened.

Yes, It seems the agent don't really understand/care. The only problem that I may have may be the master's degree translation.

Should I be concerned with those notes, will the CIC have some more experienced agent to review my case?

I'd recommend raising a CSE ASAP and provide all your education docs and write a letter address all the officer's concerns.

Can you please tell me how to raise the CSE?
And do I need to notarize the translation, or simply translation by myself is OK?

Thank you very much!

I think your biggest problem is the missing translation of your spouse's degree, which is something you should have made sure to include before submission.

All submitted documents have to be in either English or French to be accepted by IRCC.

As far as the PhD being considered honorary, that is hard to judge without knowing more about you. Were you simply awarded the PhD or did you do the necessary courses and thesis for it?

As mentioned above, raise a CSE and include all missing documents or translations immediately, otherwise this looks to be a 100% refusal for your application.

OK. Thanks you SO MUCH!

Do you think I should also include her Bachelor's degree. Do I need to get the ECA report for her Bachelor's degree also? That would be a long process.

How were you able to get a PhD in Canada when all you had before was a Bachelor degree from another country? I dont know how that would be possible without getting a Masters Degree first.

That would tell me that your degree from Canada was actually just an honorary degree. That would potentially be a much bigger issue than your spouse's missing translation because if you drop from PhD to Bachelor, that would cost you a lot of points as well and its not something you could fix, unlike the translation problem.

Thanks for your reply!

My major is Chemistry. I got admission from a Canadian University. And I spend 6 years finish my degree. I think I should ask my supervisor to provide me a letter to explain.

Might be a good idea.

Do you know why you were able to sign up for a PhD program in Canada with just a Bachelor degree? Did you do a Masters Degree first?

I didn't even think about this question before I came to Canada. As many of my fellows are applying for PhDs with only Bachelor's degree.
But my case was different, I applied for Master's degree first, and when I came to Canada, My supervisor and myself want to me to transfer from Master's program to PhD program.

I guess for Science students, that's very normal. I do know some engineer program require Master's degree.

I don't know about Canadian education but straight PhDs aren't a rarity. Since it's a Canadian degree my thinking is the degree itself and that letter from his supervisor may help. I don't know the equivalent of a transcript at the PhD level but if you could obtain that I would add that as well. If you have a lettter from the institution that indicates you obtained the PhD that might help.

You've been told by seniors above on your wife so just action that

You must submit an ECA for all levels of completed foreign education you want us to consider. It is up to you to decide which credentials to have assessed by a designated organization.

Depending on your case, you may want to have both your secondary and post-secondary credentials assessed, and not just your highest completed foreign credential.
