It is pretty obvious from the wording '
pilot' that CIC is refining and improving (hopefully) procedures on the fly. It seems like some new unit /structure/department is probably proposed as part of improving backlogs/efficiency to exclusively look at RQs ? Maybe a new business model as part of a major shake up and re-haul of the RQ process.
And remember a large allocation was recently approved in the budget ($44m ??) to improve CIC services etc.
So, it looks like behind the scenes they are 'learning by doing' (which unfortunately is to only way to know what is and, more importantly,
is not working- although change here comes at the cost of existing applicants' time). And probably by sometime next year - like Summer or Fall 2014 I am guessing they will have new and more streamlined procedures to fast track RQ processing...that is the only explanation I could think of....
I do think after the initial goof ups and media exposure (all of which is part of the "learning by doing") they are coming up with something more reasonable and efficient (we all hope
