Got full refund after uploading updated PCC to my profile

Hi all, one of my PCC expired after receiving ITA and submitting profile (with medical results & payments completed).
After uploading an updated PCC, I got a refund of 490 & 550 CAD. This refund occurred on September 19th (I submitted payment on July 3 2017).

Until now they did not take the money back. Is this normal? And does the 6 month processing time reset when they take the payment again or is it still from original AOR?

A refund would indicate they cancelled your application...did you ever get an email or notice telling you that they re-opened your application?
