Got CSQ then want a PNP? Help us evaluate the risk!

There have been a few posts on applying for more than one provincial nomination at the same time, and our situation is even tricker:

My wife and I already have our CSQ (Quebec's nomination cert), I as the main applicant and she as the dependant.

But she is now also eligible for the Ontario PNP, and we're now feeling Ontario's a more preferred option!

- well, if we do get nominated I mean. We are not sure about taking the risk of losing our CSQ before getting nominated by Ontario.

Life gets complicated when you have choices...eh. so we want some discussions here to help us evaluate the risk of applying for a second nomination:


After some online research and contacting Ontario & CIC, What we ALREADY KNOW


1. Ontario does not mind you already have nomination from another province, but their application form requires you to report any previous application for PR or provincial nomination. I assume they might use this information to reject applications, saying your intention to live in ON is not enough, but nobody knows for sure. The employee on the phone wouldn't tell me.

2. Neither CIC has a problem you have more than 1 nomination, as long as you clarify your choice of one when applying for PR.

3. As part of the Ontario PNP program requirement, you need to reside in Ontario at the time of applying for PNP. But to keep our CSQ at least I as the principal applicant need to stay in Quebec. As a strategy we might live separate while waiting for PNP, but again it'll be annoying and my wife might risk demonstrating no intention of living in Quebec (thus risking losing a CSQ, technically).

4. Yes, we know in all these provincial nomination applications, we do sign our intentions to live there... so signing two different intentions would be legally problematic, and could result in troubles. There are also different opinions on this though...


What we want to know to make a decision whether to take the risk for PNP, yes I know I'm probably asking questions with no answers


1. As I report my CSQ on the PNP form, would they contact Immigration Quebec and tell them my intention has changed, which might result in revoking my CSQ? On the form there are many authorization to sign to let Ontario contact many parties, e.g., CIC, individuals or business we reference, and my wife's educational institution, but that does NOT include other provincial authorities e.g., Immigration Quebec. Would this be safe enough to conclude that Ontario will not contact Quebec, unless they decide to nominate us? Any other information from which we might infer whether provinces maintain contact regarding immigration matters?

2. Let's say Ontario does contact Quebec on my PNP application, would that be bad enough that Quebec revokes my CSQ immediately?

3. If my wife does need to maintain residence in Ontario while waiting for nomination, how strict is the program regarding temporary visits to other provinces (i.e., staying with me in Quebec while waiting for Ontario's news)?

4. Very direct question, has anyone been in such situation before and happen to come on this forum to share some experience?

Thank you. We did check with PNP and Quebec and apparently none of them would give us the clear enough answer. But from the information available we've decided that the only way to maintain eligibility for two provinces is that the two of us live separately in the two provinces until we get the PNP, which definitely is not the best solution. Otherwise, for those who want to know, we find that technically it is hard to maintain eligibility for one program if you intend to leave for another. I can discuss more if someone asks here later.
