It doesn't work that way.
Yes - you can apply to immigrate through Express Entry. However this process takes many months and there's absolutely no way you will be a PR and be able to start working by May 1st.
If you aren't a PR, then you need a work permit in order to be able to work. To get a work permit, you need an approved LMIA from your employer. If your employer can't get an approved LMIA, starting work on May 1st is out.
You can apply for a work permit without IELTS. However if you want to apply to immigrate, then IELTS is mandatory.
