no its not aproved by LMIA. he just said apply for your immgration .and start your job from 1 may.should i apply for express entry.based on express entry i dont have IELTS anyhow the owner of company setisfied from my work experince. i have 8 years experince as a automotive locksmith experts.any suggestion

Yes - you can apply to immigrate through Express Entry. However this process takes many months and there's absolutely no way you will be a PR and be able to start working by May 1st.
If you aren't a PR, then you need a work permit in order to be able to work. To get a work permit, you need an approved LMIA from your employer. If your employer can't get an approved LMIA, starting work on May 1st is out.
You can apply for a work permit without IELTS. However if you want to apply to immigrate, then IELTS is mandatory.

because genuine employer provide you LMAI before filing your visa
i you direct apply for your work permit then Canadian visa officer will ask you that who is giving you a job ? and they will also ask you for your LMAI.
