Got Acceptance, Visa query

Hello all.
I'm Vijay Reddy from India, I've received acceptance from Sheridan College for computer programming course.
Right now I'm giving my 4th year 2nd semester final exam. So my results and CMM and PC I shall receive them by August second week. But July 31st is deadline for applying VISA.
My que is that can we apply for visa without my final certificate ?

Is the letter of acceptance final or conditional?
VO is interested in Letter of acceptance, sufficient funds, purpose of study, and ties with your country.

Then apply for study permit to VO. They do not care much about you arrangements with the university.
