Dude you seriously need to stop spreading false rumours. Sorry to say but your knowledge is completely wrong. This is only for Temporary Foreign Worker Program (TFWP) as clearly written in the article. PGWP is not included in this program. Read more and please do some research before posting!

I doubt you read the article you quoted. Even if you did, I highly doubt you understand what it specifically mentions...

As of December 13, 2016, an application in progress is no longer subject to cumulative duration, whether it is work with a permit [R200] or without a permit [R186]. However, officers must continue to be satisfied that the requirements of paragraph 183(1)(a) of the Immigration and Refugee Protection Regulations (IRPR) are met, along with other eligibility criteria, such as the need for a Labour Market Impact Assessment (LMIA).

Unless you have a LMIA approved job, you do not qualify for this stream. PGWP is only valid for 3 years with no exceptions. Once a PGWP expires, if a "foreign national" wants to continue working, s/he needs to go through LMIA and get a positive response to extend their status as a worker (unless you have an AOR).

It all makes sense since they took 600 points away from these people, they had to compensate them somehow. By removing the limit to work in Canada, a LMIA approved foreign national can accumulate 4+ years of experience to gain extra points as there is no limit - courtesy the new rule.

If you still think students can extend their work permit then be my guest and apply for an extension - only to have a refusal on your file.

is it applicable for LMIA exempted jobs like ICT as well

How long can I work in Canada as a temporary worker?
There is no set maximum amount of time you can work in Canada as a temporary worker. The length of time you can work depends on:

the job offer from your employer
the length of time listed on your Labour Market Impact Assessment, if your employer needed to get one to hire you
how long your passport is valid for
If you will be working in Quebec as a temporary worker, you may need to get a Certificat d’acceptation du Québec (CAQ). The CAQ will show the length of time you are allowed to work in Quebec. If you are exempt from the LMIA process, you don’t need to get a CAQ.

Not sure how this works, but I'm sure this don't have big impact on Students as this process will again force the employers to apply for lmia. Which I guess many of them will hesitate. I had the worst experience in this case. My pgwp expired in May 2016 n I left Canada they very next day. Ainp ditched me, but I had my job contact till February 2017 however my employer denied applying for lmia. I was left with no option but to leav.
Every day I wait for some positive news and every news is putting my hopes down and I still want to come back desperately. I'm just typing in because I don't know how to avoid thinking about immigration every moment.

This does not mean that people can extend their open work permits (PGWP or working holiday).
It only means that if you have LMIA or you belong to the LMIA extempt group (NAFTA...), you are no longer limited by the rule of 4 years in and 4 years out.

At the same time there is also written that it will be much more difficult to get LMIA done (specially for low earning positions):

the Government will require low-wage employers, where appropriate, to advertise to more than one, and up to four, under-represented groups in the workforce—youth, persons with disabilities, Indigenous people and newcomers. Employers will be advised when these changes are to come into effect.


This means that it will be much more difficult to get most of the LMIA done.
