The 3 years is AFTER you get PR but you can claim up to a year for the time you were a temporary resident or protected person BEFORE you got PR (you claim a half day for every full day up to one year). PR STILL have to wait at least 4 years since they became PR to be eligible to apply for citizenship. The proposal change may reduce waiting time to 3 years for eligible PRs.mazamilam said:This is good news.
