No you cannot get PNP certificate if not nominated from that province. What provinces are you even eligible for? You need to research PNP programs and most likely need job offer. What do you mean TEF is almost a million now? If you don’t take it, no chance of ITA.
Your NOC is your work experience, and teachers have a NOC. It doesn’t give you extra points for certification. You get a points if you have an approved LMIA from an employer. I feel like you have done no research on Express Entry. Hire an immigration consultant or lawyer to help you. We are volunteers and are not here to hand hold you through the process.

I think you either need to spend a lot more time researching Canada's immigration programs or hire an immigration lawyer to help you.

Hire an immigration consultant to help you with the process. Google - IRCC mandatory documents express entry. Read through documentation required for being self employed. Read the EE requirements and do some research.
