Going to Canada to apply for Passport

My family lives in the US. A member of my family is going to Canada to apply for passports on the rest of my family's behalf.
We've all signed statements saying we authorize the submission on our behalf.

It seems we can have the passports mailed to the US after submission with no problem (let me know if I'm wrong), but this costs CAD$260 per application.

Our friend & guarantor living in Canada is willing to allow us to mail the applications to their address, as this drops the price to CAD$160. But, the requirements say

"You have to submit your application in person and confirm you will be in Canada to get the passport"

1. Does my entire family personally need to be in Canada or just the person we are authorizing?
2. Our friend picks up their mail from a PO box, do I set the mailing address to their PO Box or to their home address?

It also seems we cannot authorize a family member to pick up the application from a center if we live in the US and US consulates don't do passport services...



Some other questions:
3. Can we leave with the citizenship certificate at all Service Canada centers or only the "Passport Services" centers?
4. Do all Service Canada locations take walk-ins?

Can't apply for Canadian passports in USA?

Hi, our guarantor is in Canada. Rather than mail it back and forth, one of us is going to Canada with the applications so the guarantor can sign it.
While they are there, they will also submit at a Service Canada center. (which is why I asked questions 2 & 3)
Submitting there means we don't risk the citizenship certificates getting lost & could potentially save money, $160 vs $260 per person.

just cross border with family and apply passport and ask guarantor to come or pickup form any shopper drug mart post office location sign and send you by mail your citizenship certificate after verify return to you .

The entire family going is not practical at the moment.

The only route I see right now is (tell me if I'm wrong)

1. One family member goes to Canada with applications
2. Guarantor signs applications
3. The same family member submits applications at a Service Canada center and saves us from mailing the original citizenship certificates
4. Passports are mailed directly to us in the US, for $260 each

I was hoping for a more economical solution.. also answers to these questions in general:
