The issue is visitors normally cannot apply for a study permit inside Canada, so they may have to travel abroad to finalize any application. TRVs are different.

with the pandemic i know for a fact that you can get your passport stamped within canada . call the ircc number since you are in canada . you may wait like 30 mins but you will be connected eventually
