Ghost update prior to MEP

Hi, I recently applied for PR (ITA Feb 14, AOR: March 21), and yesterday I got a ghost update (i.e. “Application Updated” in the status but no actual changes or email)

Does anyone know if this is normal since I have seen people usually get ghost udates after MEP?
