The answer is NO.

You must first have your case heard and be accepted as a Convention Refugee before you can be eligible to apply and receive a RTD.

I certainly hope you are a genuine refugee and you are not wasting 20-40k. Based on your previous posts you were unable to extend your study permit or get PR by other means but are trying to stay in Canada. It also looks like you willingly returned to India somewhat recently. The asylum approval rate is relatively low for Indian asylum seekers.
