Based on canadavisa.com/canada-immigration-discussion-board/too-late-to-apply-t159441.0.html I missed the golden opportunity. Now I want to be ready for next year. So my questions are:

1) Is it 99% sure that this program will open next year and when?
2) Will the NOC category be the same? (I think the quota number might decrease.)

I want to start my ECA and IELTS right now so that I won't miss next year as well.

Are you talking about Federal Skilled Worker program?

1) Probably - but impossible to say for sure.
2) There will likely be at least a few changes to the NOC list - or there could be many changes. Again, impossible to say.
 
Sorry forgot to mention. Yes its Federal Skill.

Based on previous years how is NOC 2174 treated? I mean is this category from beginning or has just been added?

And most importantly when did everyone prepared for this year? What is the tread? Be ready with IELTS, ETA and all document and if NOc matches, apply as soon as the program opens?

NOC 2174 was added this year. It was not on the previous list.

And CIC indicated that they will be going to an Expression of Interest system in 2014 similar to Australia/New Zealand.
 
Last I heard the EOI system was estimated to be introduced in late 2014. And CIC seldom roll anything out when the initially intend to, so I reckon it'll probably be 2015 before it's in motion.

Therefore I think it's quite possible there will be another round of the current system in May next year to keep things ticking along until the new EOI system is in place.

Whilst CIC are busy working on such a system they are unlikely to revise the in-demand list (the 2 lists previous to this one were both active for at least 2 years).


So my guess (and it is just a guess) is that May 2014 there will be a new intake, same NOCs, possibly slightly lower cap depending on when they plan to roll out the new EOI system.
