Can I just go along to a Service Canada agent with my COPR and ask for a new SIN number if my application was processed within Canada or do I HAVE to wait for my PR card?

You have to take your passport containing the immigrant visa and your COPR to service canada to get a SIN.

Does this work even if you apply WITHIN Canada ?

The Service Canada website says
Permanent Resident Card issued by Citizenship and Immigration Canada. This is the only acceptable document if your claim was processed in Canada.

But I have heard of people who got their new SIN with only the COPR and passport

Are you talking about inland spousal sponsorships? In anycase, I know that if your passport contains the immigrant visa, you can use it with your COPR to get a new SIN.

It's applicants from visa-exempt countries(e.g. US, UK, etc) who usually don't get their passport stamped with a visa that have to wait for their PR card in order to apply for a new SIN.

I am from France (visa exempt country), I applied inland, and Service Canada told me that I can get my SIN right away after I get the COPR

Are you 100% sure that people from visa exempt countries HAVE to wait for PR card ? When I called this morning, I explained that I applied inland, that I already have a SIN card, and that I am from France, the woman put me on hold, and told me that Yes, I can get my SIN right away after the COPR

Well, that's what the CIC officer at my landing said. But if service canada says, otherwise, then you can go try. The worst that could happen is they say no.

Where did you land ?
Well basically the reason why I need to know is because I have a job offer for a few days after my landing interview ... and i'm not 100% sure how it works (can I get the SIN on the spot ? can I change employer with the COPR and my "9" SIN ?)

Why don't you go Service Canada and find out for sure? Once you land, you become a permanent resident(can live and work anywhere) and working with a SIN with "9" is of no consequence. Provide a copy of your COPR to the employer and when you get the new SIN and PR card, provide copies too.

I will go tomorrow. So even if I got my SIN that starts with a 9 with a "closed" work permit, you think I can use it with the next employer once I have my COPR ? and then just update it when I get the new one ?

Sorry, my questions may sound non-sense. I'm just panicking cause I got an offer for the job of my dreams starting 4 days after my landing interview. So basically nothing can go wrong =(

Once you have landed and have a COPR, you have no use for a work permit.lol If it will help calm you down, contact the CIC call centre and ask them about it. Depending on what they say, ask for it to be sent to your email which you can give your new employer.

So basically what you're saying is that even if getting my new SIN on the spot doesn't work, I could work using my current SIN and COPR, right ?
I'll definitely go to Service Canada tomorrow.

I am from a visa exempt country ... so no Immigrant visa.
But CIC stopped issuing visa counterfoils for people from visa exempt countries, so I'm wondering if it could work. Given that these people, who applied outland, won't have any more papers than me

Actually, quick question: when did you land ?
Since December last year, CIC stopped issuing visa counterfoils to people who come from visa exempt countries anymore, which means that there is no difference (paper wise) between applying inland or outland for these countries.
Maybe this is why now it's possible to get the SIN straight after the landing interview.

But I'll write an update as soon as I can go to Service Canada
