Hello,
I’m a Canadian citizen living abroad with my husband who is not Canadian. I’m pregnant and planning on giving birth in Canada and I want him to come attend my labor for a period of 3 weeks only. We did not apply for the sponsorship because we do not intend on living in Canada due to his strong ties to his country including family and business ( which we have all paperwork and proof of). Is there a possibility he will get accepted or is it a rule that if I am Canadian then I must sponsor him?

It’s a case to case basis. If his ties to his country are as strong as you say they are, then he would have a chance to get appoved for a TRV. I think it does help that you have been with him abroad so it establishes his ties outside of Canada.

Thanks for your reply! Do you know if there’s anything I should provide for a more successful application? I will include proof of our relationship (marriage certificate/photos), proof of my pregnancy, and proof of his business. Is this sufficient?

Do a bit more reading on this forum. There are plenty of successful examples of business owners. What you listed isn’t enough yet. Bank accounts with certificates and statements, other assets like land, etc. Be as comprehensive as possible.
 
Be prepared to pay the hospital and delivery costs if you don't intend to remain in Canada for the required length of time to qualify for healthcare.

^ Good point. I wonder if OP can somehow mention this and show that they have enough funds for this?
