Getting married on visitor visa and coming back while PR partner applies for open spouse work permit.

Hi. I am planning to visit my long term bf who is permanent resident in Canada on new year. We are also wishing to get married in Canada. Can he apply for open spouse work permit? I m planning to come back after 20 days as I have a job in my home country. Can he applies for my permit by himself without me being in Canada or should I stay there with him waiting for permit?

You don't qualify for an open work permit based on marriage alone.

To qualify for an open work permit, you first need to get married. Then your partner must submit a spousal sponsorship application and wait for AOR (this takes 2-3 months). Only then can you qualify to apply for an open work permit.
 
Yes. My partner will submit that once he ll get marriage certificate n all. Do I have to stay in Canada for that period while he applies for sponsorship and later permit? Or I can come back to my home country?

You can leave Canada as long as your partner is sponsoring you outland. Your partner must remain in Canada.
