It could be. Although that ultimately depends on if the visa officer reviewing the file agrees that there were suitable barriers to getting married, and accepts the conjugal claim. Before going that route they should exhaust all ways of getting married first.
 
I like to ask is it possible to bring my fiance here in severe cases? She says the fighting is reaching her area and she fears for her life and is telling me just forget about me and what happens I am going to die she is very scared, is there any way I can convince canadian immigration to bring her here? I don't know what to do in such a situation

No - you can't. Canada has no fiance sponsorship class.

She could apply, if appropriate, to the UNHCR for refugee status. http://www.cic.gc.ca/english/refugees/outside/index.asp The requirements will have to be met, including that she must flee to another country.
