Isn't it a catch 22 in order to get a job offer or a work permit?

Because in order to get a job offer - Canadian employers will ask if one is permitted to work in Canada (have a work permit)...CORRECT?

And in order to get a work permit - in majority of situations - one will need to have a job offer.

Please clarify for me, thank you! :)

You can’t file for a work permit with just a job offer. Employers, if they can’t hire a Canadian or Pr, may be willing to file for a LMIA. They pay $1k and prove that no Canadian can did the job, only you. If you are highly skilled or with sought after skills that can’t be found in Canada, an employer may be go through the process. Most employers don’t and will not consider those without a work permit.

It's not a Catch 22 since obtaining a work permit would then be impossible.

The short answer is that some people are in fact successful in securing a job offer and finding an employer willing to go through the LMIA process.

Others fall into an LMIA exempt category and can get a closed work permit based on a job offer alone (without an LMIA). Examples of this include ICTs, NAFTA and others.

Also, there are a number of scenarios where individuals qualify for open work permits where no job offer is required (e.g. those who have completed studies in Canada, those who have a spouse in Canada as an international students, those who have a spouse in Canada on a closed work permit in a skilled profession, those who have been sponsored by a Canadian spouse inland for PR, working holiday visa programs, etc.).

Most employers don’t and will not consider those without a work permit.
But that's my point, most employers don't consider anyone without a work permit - but in order to even get a work permit they need to initially have a job offer and LMIA positive...but how can they if the employer won't consider them?

No. you have to meet one of the open work permit criteria.

I have a suggestion if you don't mind.
If you are into IT/Software. Try connecting with employers in Linkedin, it's the best platform to find Canadian employer who are aware & willing to offer/sponsor Job/Work Permit to foreign job seekers.
Pro tip: try looking for employers in non conventional not very populated/famous provinces or remote locations those who are in need of people, how do you know that try looking at the age of the job posting if its 1 month or older & very few people have applied for it. Then i think have your catch.
Now you know what to do.
