Hello, I have a question about getting a work permit for my common-law partner based on my work permit. So, I activated my Working Holiday visa in June 2016. I was wondering what do I need so he can get it? Is it true that I need to get employed like:

I need 2 cheques and prove our common-law relationship by having a joint account in the bank and we also have the same address on passports and ID's for a few years now. My question is, is that enough, so he can get work permit as long as mine is valid? And is there a specific hourly income required, or the job title is enough? His visitor visa is expiring in a month. We are both from Croatia. Thank you very much in advance!
 
Your common law spouse cannot get a permit based on a working holiday visa permit you hold.

not 100 percent true as a common law partner can apply for a permit separately providing the IEC holder has a job in 0 a or b and a contract for 6 months or longer. NOC 0631 is cat 0 but of course actually getting a firm contract or proving a 6 month or more contract in hospitality on an IEC might be challenging.

They still need to prove common law of course like 12 months min cohabiting see here under non accompanying dependants http://www.ci.gc.ca/english/resources/tools/temp/work/opinion/experience/index.asp

No idea what the processing time likely to be but if the OP only arrive June then showing 6 month min contract first challenge so getting anything within a month not sure. There are other posts somewhere about spouses/common laws whilst not actually accompanying in IEC they get an extended visitor visa but in case time now given imminent expiry to fill out the extend stay as visitor documentation.
