Getting a study visa from outside canada

Hi guys pls I need someone to help me out,I want to apply for a study visa I have 2 questions
1.can I come with a family member
2.if Admitted by the school will I pay tuition fees forst before applying for a study permit,or will that be later on,, thanks
I need urgent reply...

1. yes you can. the family member can enter Canada with a separate TRV and change the condition while inside the country .
2. you will have to pay the tuition before you can apply for a study permit or student visa . if you don't pay, usually the institution will not issue you an official " letter of acceptance ", which is a necessary document.

Ok thanks,what are the chances of getting visa approved if I pay the fees, because I don't want in a situation where I will pay tuition fee then I'll be denied visa,I applied for a TRV last year till now I haven't heard anything about it,if it's denied or no I don't know, can't even track,I'm scared of spending money and getting denied again,

usually when the institution issue you an official offer there will be a part regarding the refund policy and according to my own experience a proper Canadian institution will never deny you a refund or make it difficult for you in any way should a refund be needed or you requested it, eg visa refusal or other personal reason that changed your mind of studying in the institution.

I don't like violent people,,but if I get to the wrong institution then I just have to adapt,I've seen shits already down here

maybe I didn't make it clear, by " wild " I mean undocumented or scam institutions. usually those are not real or proper colleges or universities, don't have a DLI number and surely are not qualified for pgwp when you finish your course with them.
