Getting a Study Permit while already in Canada

I know of someone who is in a situation where he's actually already in Canada now with a tourist visa and is now in the process of trying to apply to Centennial College. He's at the point where he needs to apply for a study permit, but since he's already in Canada is it true that the only way to get a study permit is to submit it by mail to the Los Angeles Canadian visa center? Is it not permitted at all to apply online because he's in Canada when he's applying for a study permit?

The biggest problem now is time, because doing things by paper can take a while and the deadline is Sept 5 which is when the program at Centennial College will begin.

yes you can apply as long as you have the acceptance letter from the school together with the other requirement needed in applying student permit

1. you can apply online for a study permit online
2, If said person is an American they can collect all the documents needed to get their student permit at the port of entry into canada.

-If person is in Canada as a visitor and stays in canada and applies for a study permit that person could be thrown out of country for lying about why they came to the country.
