I was able to get my passport back after following these instructions I received from IRCC:

if you wish to have your foreign national passport or travel document returned, the responsible office will keep it until it expires or if you become a Canadian citizen.

If you require your foreign national passport or travel document prior to its expiry, you must return the Canadian travel document in exchange.

We invite you to mail back the Certificate of Identity or Refugee travel document that was issued to you along with a letter of explanation to the following address:

OSC PPT-COI
PO BOX 8783 STN T CSC
Ottawa ON K1G 5G8

In your letter of explanation, please include a confirmation of the mailing address where you would like to receive your passport.

If you require your passport urgently, please also:

  • Write URGENT on the envelope, and
  • Include the envelope tracking number.
So if it's expired they will not return it or they will destroy it?

I‘m really curious too, because IRCC Etobicoke never returned my passport! And now I’m a citizen. After becoming a citizen, I requested to return back to me, it was more than 2 months ago, and they haven’t replied. But my home country passport expired years ago, so they didnt keep it, instead destroyed it without my consent?

I love how you are thinking If you are travelling with your national passport why did you do refugee claim right? If I am thinking that way I beleive immigration can easily think. That’s why they have travel document

They use National passports because the refugee claim was never real, and most are fraudulent, exploiting our system. The government should rectify this by revoking the statuses of these individuals and ensuring a fair process.

Honestly, reading this forum, I’ve noticed that most people who receive refugee status and travel back and forth to their home country are not genuine. I would even go further and suggest that CBSA implement a system to monitor all refugee claimants’ travel activity and add those who request their passports back to a watchlist in preparation for revoking their status. This would help prevent further abuse of the system.

People are exploiting the system by using refugees’ claims to bypass the regular immigration process. If you’re in danger, you shouldn’t even consider traveling and shouldn’t use a national passport for leisure. Even after becoming a Canadian citizen, the country of origin can still arrest you if they have a warrant for your arrest. Refugee and asylum are designed for specific individuals who are wanted by their governments, not for obtaining PR status to explore the world and travel freely.
