PPR status for your stream might be received between 9 July 2018 and 12 December 2018, but most likely around 2 September 2018
So if you don't receive your PPR by December 12th, I would order notes and contact CIC if possible.

In saying that, if you just received a ghost update, that is usually a good sign. I'd expect PPR soon

So if you don't receive PPR by 21 January, I'd order GCMS notes and try to contact CIC. It shouldn't be too far away, yours is probably delayed because you have dependents and you aren't in Canada, so don't worry too much.

Remember that applicants outside of Canada usually have longer waiting times, so it's nothing to be worried about. You should receive PPR by 18th January at the latest.
