Get 600 LMIA points without having permanent job offer - True?

Is this new true?

Today morning one of my friend gave me this news that you dont have to have a permanent job offer anymore in order to get those 600 LMIA points. A contract job offer will do. I could not find this news on the internet, so just wanted to check the validity.
