Generic form intended city to live

I have not done much of research on the intended city to live, can I blindly say Toronto as one of my friend stays there ?

You can choose any city for now. It is a Federal program, so you can decide to stay anywhere in Canada when you get your PR. But still research the various cities so that you can find which will suit your career pursuits and family when you get ready to move.
