I am presently working in Canada.

In the current country of residence section(for both main applicant and spouse section), for `To` date field should I put PRESENT/TILL DATE OR the date when I am going to submit my application ?

I put the expiry date of current wp and it us accepted by cic.
 
If you are currently in Canada then mention the application submission date

Either way is fine. You can hand write "PRESENT" after printing out the form or put the application submission date. Personally, I hand wrote "PRESENT" on my application. Good luck!
 
I left it blank and it seems to have been fine. I reckon most VOs are smart enough to figure it out.
